You also know which population is thirsty
for clean drinking water!
Introduction & Census
Rahim Yar Khan is the ninth of the 9 union councils in the tehsil with a total population of 50 thousand plus according to the 2018 census, but according to a recent survey report by local NGOs, the current population of union council 38i has exceeded about 40,000. The number of registered voters in this union council is about 13,000.
Areas
Its main residential areas are Gulshan-e-Arjumand, Sabzi Mandi, Sukkur Bus Stand, Imran Park, Liverstate, Latifabad, Tareen Colony, Midparbakhsh, Gaddafi Street, Madina Colony, Shah Faisal Colony, Rehman Colony, Ghouspur, Sultan Colony, Rafiqabad. What Happened
When traveling on the east side of the railway line, you will see broken roads, open manholes, garbage dumps, sewage ponds in residential areas, and filthy depots outside the houses, then you will understand that this is Union Council 38 / I.
No guardian is willing to be the heir. If you want to get votes, there will be a fair day and night. The district government has never initiated development projects for Union Council 38 / I and there is no proper arrangement of street lights in these streets and neighborhoods.
Accidents have become commonplace due to broken roads and the disappearance of gutter lines. The poverty and backwardness of the Union Council can also be gauged from the fact that for this population of more than 40,000, only the government level There is a boys' high school, two girls' schools, two boys' elementary schools, and a few primary schools, while there are dozens of private schools at the private level where tuition fees cannot be borne by people from poor families.
No Hospital
There is no such thing as a government hospital in the entire Union Council, but fortunately, there is a private political party, Dispensary Al-Qaeda Islamia, where people are provided with low-level medical care.
There is no provision of clean drinking water supply in the area and no serious thought has been given to the installation of water filtration plants in this union council to date. Sewerage problems in the union are so great that it is impossible to pass through the streets.
If the gutter covers are missing, many streets have turned into ponds filled with sewage and this water has been accumulating in one place for a long time, causing sanitation problems and diseases in these streets.
Women in the streets, It is also difficult for children and the elderly to pass through, and sometimes women, children, and the elderly have been hospitalized after falling into dirty water.
People's Opinion
Residents of the area Hafiz Shahid Saeedi, Mohammad Hanif Owaisi, Mohammad Afzal, Mohammad Waseem, Mian Ashraf, Mira Ahmad, Nasir Hussain, Mohammad Shahid, Abdul Hameed Baloch said that Union Council 38 / I is an area of poor and hard-working people.
There are low and daily wage earners who are worried about their work and raising their children 24 hours a day. The groundwater is bitter and salty. They do not know why they are suffering from various diseases due to drinking arsenic mixed water.
Fly Over
Chowk is the only road from Pathanistan to Bypass Chowk that connects dozens of residential areas, which may have been under construction for more than 10 years and has been in a state of disrepair for the last four years.
Motorbikes can't run at a speed of more than 20 km per hour and even if people stumble and fall while walking, the eye is opened in the hospital itself. Metal Road is now a dream come true. God forbid open manholes in front of houses and sewage water from the house. The wind has blown the bean and the loser stumbles from an open gutter or a shock jump somewhere and falls on his face.
During the day, like three people, they reach home after passing through the pools of dirty water, but at night when load shedding is also on the rise. The MC has also shown special kindness to the thieves and has completely failed the street light system. Requests have been made several times for activation of a water supply scheme for safe drinking water supply but no hearing has been held to date.
Opinion
Former Director Nazim Abid Hussain Bajwa was also brought to the notice during this period. I did not take it seriously. As a result, the people of the Union Council are facing serious problems. Mohammad Asif, Mohammad Irfan, Mohammad Ali, Rehmatullah, Zeeshan, Basit, and Mohammad Farooq said that clean drinking water in the entire area or in the Union Council is a distant dream and it has become difficult to supply bitter acidic water full of diseases.
Sanitation
The sewerage system in the underground arsenic-contaminated water is mixing with the sewage system, which is spreading jaundice and other deadly diseases. He added that this is not a single issue in the Union Council, but UC has become a problem land, there is no healthy place in densely populated areas.
Neither parks etc. have been built but playgrounds are not available for children to play in which their children are forced to play in the streets or superstitions like the internet and mobile have ruined the future of their children.
The district administration has never taken any revolutionary steps. Even during the day, there are piles of dirt and dirty water in various places, but at night due to lack of street lights, the streets are plunged into pitch darkness.
Result
As a result, theft and street crime has increased in the areas. Several times the DPO announced the formation of neighborhood committees and committees were also formed for paperwork but no one was found to activate these committees.
The walls of the cemetery in the Union Council have gradually deteriorated due to which the cemetery has become a hotbed of "ships" and criminals. Hamza, Shahid Hussain, Riaz Ahmed, Saifullah, Mujahid Hussain, Abdul Rehman, Ijaz. Solangi, Aqib Hussain, Abdul Basit, Munira Ahmad, Mohammad Yaseen, Kaleem Akhtar, Ejaz Ahmed said that instead of making garbage bins in the entire Union Council, only vacant plots are converted into filth depots where even the cleaning staff including the residents of the area after months Crowded trolleys and wheelbarrows disappear by being dumped in a filthy depot built on vacant plots, which later have to be packed in sacks by someone when no one comes even after repeated complaints. Similarly, electricity poles supplied to alleys are also used.
Electricity
The situation is the same that the electricity poles are less and Janjalpura is more visible and if the electricity of a house goes bad, it becomes the most difficult step to find the meter. Most of the poles have become crooked due to the collision of vehicles whose fall is always throbbing.
Children have been playing with these hanging wires all day long. In the rainy season, these meters hanging on the poles get burnt without any fault of the user. But the consumer has to pay the fine.
Roads
If you visit the streets of the densely populated areas of Union Council 38 / I, you will find that the roads have hardly been built in any era but now there is no road or alley where potholes are not found. There are areas where a metal road was built but later no one thought of repairing it and the road was not rebuilt.
The piles of dirt and gutters on both sides of the road now feel as if they are part of the road. The removal of these piles has never been seriously considered but the complaint and demand for removal of piles is said to be that the MC does not have as many cleaning staff as you order.
There are many streets where sewage water has been dumped. They have set up permanent camps and there are many where passing through it will never feel like it is a road or passing through mounds of dirt. Asghar Ali, Mohammad Maqbool, Rana Asif, Riaz Ahmad said that no street of Union Council 38 / I.
It is not the roads that are safe or there is any street light system but the people have installed bulbs or tut lights in the streets with their help while it is the responsibility of MC to make proper arrangements of street lights in every street neighborhood. And in this regard, the MC has regular funds but the MC management is reluctant to spend money on positive activities.
Municipal Corporation
When the TMO was contacted about the issues related to MC in the Union Council, Tehsil Municipal Officer Sardar Naseer Ahmad said that recently MC has started installing street lights in different areas.
They have bought bulbs worth Rs. 1 lakh and the installation phase will start soon. He said that the sanitation staff is very low and if any complaint is received from any area, street or neighborhood regarding sewerage problems, he immediately directs the staff to dispatch them so that the city is clean and business centers are free from problems.
Go He said that the mega sewerage project of about Rs. 4.5 billion has devastated the city. Without leveling and comprehensive planning, the lines in this scheme are not correct and the motors are not working to keep the system running 24 hours a day. In some places, sewerage pipelines have been buried for several kilometers, which causes sewerage problems in residential areas, including the city, but they are working on their own.
With the efforts of the district administration, they have come up with new schemes. Approved, many of which have been completed, while work will begin soon in the remaining areas.
Administration
Administrator Syed Tariq Mehmood Bukhari, who is in charge of handling all other issues including beautification of the city, said that the MC administration looks after improving the arrangements at the union council level and Missing Facilities and has directed that any residential area or business The provision of basic amenities in the area should be ensured and arrangements should be made to get rid of the sanitation problems faced by the people immediately.
He further said that there is a well-organized network of street lights in business centers including residential areas but unfortunately this network is not functional. It is the responsibility of the district and tehsil administration whether the union council is urban or rural, to set up a network of development works there and provide basic necessities and facilities, but there is a lot of talk and no practical steps.
A few months ago, PML-N MNA Mian Imtiaz Ahmed also made loud claims that there are projects worth billions of rupees for development works in the city under which paved roads, street lights, sewerage systems, and basic necessities will be provided to make the people happy.
Teeth are more to eat and more to show, traditionally the same thing that was feared. Millions of rupees were wasted again on clean roads built in areas that did not need to be repaired and areas where officials or politicians were considered.
Conclusion
By the way, the Union Council 37 / H has been made into two-sided boards and hung on the board. The part was traditionally ignored and so were the other two USCs Forget it as if they do not exist or there are places for animals instead of humans. The three most important union councils of the city in Rahim Yar Khan Tehsil, 36 / G, 37 / H, and 38 / I are not only ignored by the district administration but also by the tehsil administration.
These three union councils have limited access to the city. There are roads that are blocked by torrential rains and these problems have never been addressed for the last 68 years. Underpasses built by the railway department to protect the tracks from flooding are now the work of the roads.
History of Budget
Development budgets have been available for many years, but only in the specific union councils of the city, and the most important union councils of the city where the factories, industries, vegetable market, and other important sectors are completely ignored or In some streets, alleys, and courtyards, little work is done thinking that anyone who speaks or complains from here will be silenced, think that they are silenced by putting cumin in the mouth of a camel.
What to Do
There is a need to take steps to provide relief to the people by devolving power to the lower levels of the dictatorial democracy and to ensure that in every Union Council there are metal roads, tuff tiled streets, sanitation, water filtration plants, water supply in terms of population.
24-hour supply of clean drinking water, playgrounds, grass plots, parks, schools, dispensaries, health centers, handicraft centers, power poles and well-laid wires, gas, and telephone systems. , Street lights, metering on electricity poles so that there should be an integrated system so that the residents of the area do not have to protest by burning tires on the roads to solve their problems. A verbal or written complaint to the MC or district administration within 24 hours. Solve problems.
